当前webUI支持手动选取语言 |

修复了一些BUG，现在可以正常使用了。 默认效果是根据用户浏览器语言来选择界面。参考https://github.com/hoveychen/gradio-i18n ，其实可以简单加入一个下拉框来直接选择语言，不过这个涉及到界面改动，可能众口难调，得大佬来弄就好了。 |

当前webui界面只支持在执行开始时读取系统语言来本地化。
这个修改可以根据浏览器的语言设置来本地化界面，适合放在云上提供给多地区用户使用。比如常见的Autodl，git clone部署起来默认就是英文系统，
